February/March Board of Directors Meeting; March 5, 2024.

Approval and web posting of Minutes from January Monthly Board Meeting held on January 30, 2024.
Upfront Items for Decision or Information
- Summer 2023 navigation update
- Marina well tank replacement approval – Daisey Well Drilling, Inc. $3,495 plus $750 vac-truck (+/-) to suck the water out of the tank and mud out of the hole. Will complete the tank replacement prior to April 15, 2024 (water turn-on date). Board requested more detailed itemization prior to approval.
- Bathymetric Survey #2 approval – Rob Plitko, LLC. $1,900. Bathymetric Survey #1 completed on June 1, 2022, $2,500, for the entire Marina. Tentatively approved by board but will wait for further permit developments to implement.

Marina Maintenance Update
- Completed Maintenance
- No change – Dock carpentry repairs – PJ Handyman. Paid in full up to date. One item remaining – Dock A/Gate #1 under bracing.
- Installed zinc two (2) anodes on docks to monitor throughout 2024 season – check again in April
- New and Ongoing Maintenance
- Replace Parking Lot light bulbs for 2024 season from 2023 inspection
- Refurbish Summer Green and Red buoys and replace chains and repair worn buoy eye-lets
- Fix Security camera #2 on corner of porch – not working
- Review Marina Spring start-up
- Lawn maintenance contract – in place, 2024 contract estimate is $4,150
- Restroom cleaning contract – in place, consider price increase for 2024
- Dockmaster fix rub-rails, pedestal lights, and dock repairs

- Review initiative for Renter Fee per Slip assessed to Slip Owner – brief slide at 2024 Annual Meeting for implementation in 2025. Board decided it will be 10% of whatever the annual assessment amount is at that time.
- Review initiative of raising the slip transfer fee from $300 to $500. Second initiative is to raise the slip transfer fee to ½ of the annual assessment whatever it happens to be for that calendar year. Board decided on 2nd option.
- Marina Dredge Plan and date; January 2025
- Acquired new Permit Contractor, Verdantas; David Small (we formerly used Dr. Evelyn Maurmeyer, Dredging, Coastal & Estuarine Research, Inc.)
- Kick-off meeting between Verdantas and BCMSOA Board of Directors held on Tuesday, January 30, 11;00AM
- Permitting process for DNREC ongoing; USACE complete with one modification
- FYI on permitting terms; DNREC – 5 years; USACE – 10 years
- Previous Marina dredging conducted December 1-31, 2017, $100+K
- Review dredging requirement for 2025 or 2026
- Review scope of work based on bathymetric study

Future Business
- Conduct survey of Slip Owners on Marina replacement and assessment
- 2024 – Plan and host Delaware Boater Safety Course conducted by the USCG Auxiliary Indian River Station. Slip Renter is Instructor. Cost is $20 per student.
- Marina Replacement proposals; previous estimate August 2020 at $3.8M, and May 2023 at $4.35M (UPDATE)
- Review Capital Improvement loan information with Banks prior to 2024 Annual Meeting tentatively scheduled for May 11, 2024.
