Approval and web posting of Minutes from the April 2026 Monthly Board Meeting held on April 28, 2026

Upfront Items for Information, Discussion, or Decision
- Congratulations on the election of two new Board members; Darryl Bodnar and Michael Cassera
- Conducted the 2026 BCMSOA Annual Meeting
- Can the Marina install a webcam for boaters to see the Marina to determine weather, crowdedness, etc?
- New Marina Code (XXXX) takes effect on Wednesday, June 3rd; – change out both Dock Gates, Gate Ramp padlock, and both Restroom door combinations
- May had exceptionally low tides with a new moon phase, wind direction, and Spring tides
- Update on dredging permit and dredge timeline
2026 Annual Meeting and Board of Director Election
- Conducted the 2026 Annual Meeting; Wednesday, May 20, 6:30-8:00PM, in-person and by Zoom with 27 attending in-person and 25 attending by Zoom
- Elected Darryl Bodnar and Michael Cassera to the 2026-2029 Board of Directors taking effect during the August Board meeting on Tuesday, August 25, 2026
- BCMSOA Annual meeting notes;
- The main item of interest was the new Marina, including the cost of the new Marina, how to fund that cost, the draft financial plan, and the market value of each Slip after construction of the new Marina.
- What if the BCMSOA does not achieve the 60% required vote during the 2027 Annual Meeting?
- Will the value of Slips go up with the new Marina?
- Can the Marina electrical system support electric boats in the out years?
- Add the Marina office building roof replacement to the out year costs
- Next steps –
- Recommendation that over the next several months the Board and the Marina Reconstruction Committee (MRC) put together additional information on the new Marina for Slip Owners to review, including; prime contractor, sub-contractors, dock supplier, dock materials, draft design, refinement of cost, estimation of Slip worth post new Marina, the future of electrical boat propulsion, and additional items highlighted at the Annual meeting. This will be sent to you as well as displayed in the Marina office for your review, with the intent of holding an end of season Zoom update to all Slip Owners.
- Marina Reconstruction Committee (MRC). This new committee is set-up for Slip Owners to lend their talents in the formulation, planning, and execution of the new Marina. If Slip Owners have a talent anytime between now and through the construction completion of the new Marina we would welcome your expertise. Since this is a special committee, per the By-Laws you are not required to be an elected Board member and you can enter and exit at any time.

Marina Replacement Committee – MRC
- Completed the Marina site visit with Dissen & Juhn and Meeco Sullivan on Monday, April 27, to Rock Hall Landing Marina in Rock Hall, Md
- June – Meeco Sullivan visit to Marina to determine Marina design and dock materials
- Begin Federal and State permit process beginning of 2027; estimate two years for approval process

Marina Maintenance Update
- Completed Maintenance

- Matt’s Paving Company completed the parking lot line restriping on Tuesday, May 19
- Trimmed Marina basin
- Removed weeds in parking lot cracks and sprayed weed control on parking lot and docks
- Power washed the Marina office building porch and back side of exterior
- Repaired and replaced the flag pole spot light – light is on a timer
- Repaired and replaced the cupola light with blue light – light is on a timer
- Centered Dock boxes at Slips
- Rowe Landscaping conducting Spring clean-up of exterior
- New and Ongoing Maintenance

- Pedestal light and sensor replacements on-going –yellow tape marks those still not working. Walk Docks this week to update
- Repair white railings on Marina garage ramp
- Replace parking lot light bulbs – new bulbs arrived
- Repaint water shut-off markings on Docks – blue with white lettering
- Clean Dock orange rescue rings and check lines
- PJ (Carpenter) 75% completed with 2026 dock repairs – floats; triangles, aluminum covering

- Currently estimated at 101 Renters, or 41% of Marina Slips
- Select new Dock Box type for Marina – Goal is for the Slip Owner to purchase directly from the Dock Box company selected
- Saturday, July 11, 2026 – USCG Auxiliary Indian River Station is hosting a Delaware Boater Safety Course at the Millville Fire Company. Cost is $30 per student. Include an Indian River Bay familiarization portion for new Owners/Renters. POC USCGA Jack Gallagher, and Slip G-10 Renter, and Michael (Board POC)
