November Board of Directors Meeting; November 25, 2025

Approval and web posting of Minutes from the October Monthly Board Meeting held on October 28, 2025

Attendees:  D. Degidio, D. Shapiro, K. Moore, P. Hekl, Bill Hoyle.

Upfront Items for Information, Discussion, and Decision

  • Tree Cutting – decision to cut down the dead tree by Colony Drive, as well as trim branches off Marina roof and private house bordering the Marina.
  • Annual Letter – compile annual letter and annual assessments for mailing.
  • Dredging – update and planning for 6xweek dredge period Jan – Mar.
  • Gate and Restroom Codes. Change for the 2026 season. 4 x digits, 1-4.
  • 2026 repairs. Budget dock repairs, mainly carpentry (PJ).
  • Marina Replacement Committee (MRC) – Plan for 2026 to be able to brief at the Annual meeting.
  • Winter construction – Bay Colony POA conducting drainage work off Colony Drive and the Marina parking lot in December/January.
  • Parking lot striping – budget parking lot line striping for Spring 2026, ICW Bay Colony POA line striping for a better price.
  • Slip Owner File Updates – send updates during the off season to those Slip Owners that use their slips to update their overdue insurance/boat registration.

  • Review the Marina Monthly Budget spreadsheet
  • Provide Slip transactions update

    • Welcome email sent to new Slip Owners (David)
    • Add email to Constant Contact List (Don)

Marina Replacement Committee – MRC

  • Draft a shorter Marina Replacement Survey on potential way forward
  • Reviewing Capital Improvement loan information with banks
  • Marina Replacement proposals; previous estimate August 2020 at $3.8M, and May 2023 at $4.35M; awaiting new 2025 estimates

Marina Maintenance Update

  • Completed Maintenance
    • PJ (Carpenter) completed the 2025 dock repairs – floats; triangles, aluminum covering (budget for 2026 repairs)
    • Replaced Pedestal and Marina Office building light builds
    • Put out winter buoys and recovered buoy chains
    • Repaired Summer red buoy bottom eye hook
    • Repaired 3” water main break at Gate #1
    • Shut off water to Docks and drained pipes
  • New and Ongoing Maintenance
    • Re-trim around Marina basin for Winter
    • Conduct dump run
    • Winterize Marina office (once Bay Colony POA is done using office)

Marina Business Update

  • Previous Business
    • Marina incidents
      • Boat accidents in Marina – too many this year.
      • F-42 boating accident – did not find boat that was involved in accident
    • Purging and updating master files and display board
  • New and Ongoing Business
    • Dockmaster Tom completed season on October 26
    • Slips for Rent and Sale on Marina website
      • 1 x Slip for Rent; F-11, Negotiable
      • 5 x Slips for Sale; A-6 $67.5K; C-5 $65.9; F-6 $59.9K; F-15 $58.5; F-22 $64.9K
    • Constant Contact emails sent out
      • Marina winterization – almost done
      • Annual assessments

    • Marina Dredge Update
      • State and Federal Permits submitted. Federal permit approved, awaiting State permit approval.
        • Dredge Permit Consultant;, Verdantas – David Small, PE, and Savannah Budka, EiT
      • Dredge material spoil site contract, April 3, 2025, deposit of $10K
        • Land owner – Chris Magee, Frankford, DE
        • Price is $10 per yrd (4,000 yrds x $10 = $40K)
        • Provided a $10K down payment
      • Dredging Company – develop and sign contract – Clarke Droney, Millville, DE
        • Price is $45 ($55) per yrd (4,000 yrds x $45 = $180K)
      • Tentative dredge date – determined by DNREC and USACE – Jan – Feb – Mar 2026
      • Conduct bathymetric study in 2026 at the conclusion of dredging
    • December – Mail Annual Letter and 2026 assessments; $1,200

Future Business

  • Spring 2026 – Host Delaware Boater Safety Course conducted by the USCG Auxiliary Indian River Station. Cost is $20 per student.  Include an Indian River Inlet familiarization portion for new Owners/Renters.  POC Slip G-10 Renter – USCGA
